Program Requirements

The professional development certificate program is designed for mid-level parliamentary staff who have the potential to reach the highest levels of parliamentary management. The curriculum is based on international best practices focusing on their application to parliamentary settings within different political systems and cultures. Combining theory and practice, the program uses a blended learning methodology of face-to-face and online courses. By equipping parliamentary staff to become the 'corporate memory' of parliament, the program helps build the legislatures of tomorrow.

This program is offered in English and must be completed within 2 years.

  • CBUS 244 Current Trends in Parliamentary Administration (3 CE units)

    Overview

    Business : This course provides an overview of democratic principles, core functions of parliament, parliamentary procedures and practices, as well as current trends and issues in parlimentary administration. Each participant will be assigned a mentor, who will be available for consultation and guidance throughout the entire program.

  • CBUS 245 Corporate Management of Parliament 1 (3 CE units)

    Overview

    Business : This course focuses on general concepts of good corporate governance and their applicability to parliament, and the role of key stakeholders. Emphasis is placed on the management of human and financial resources in a parliamentary setting and the importance of strong interrelationships.

    Business : This course focuses on the importance of developing a coordinated approach to planning and public outreach in order to meet both parliamentary corporate needs and public expectations.     Overview

    Business : This course looks at the system of rules, processes, procedures and regulations through which decisions on financial resources are made and implemented.The course aims to provide a basis for better understanding of core concepts, objectives, and issues in public financial management (PFM) as they relate to the functions of the legislature. Particular focus is placed on how PFM impacts three levels of budgetary outcomes: aggregate fiscal discipline, allocative efficiency and operational performance.

  • CBUS 249 Parliamentary Research and IT (3 CE units)

    Overview

    Business : This course provides an introduction to the importance of research and policy analysis in the legislative process, the role of staff in the formulation of policy and legislative proposals, the differences between legislative and academic research, the role of information and document management systems, encryption and security techniques used to protect sensitive parliamentary information, as well as use of social media in parliamentary context.
