As you will no doubt be aware, the members of ƽ岻Вs administrative and support staff who are represented by MUNACA/PSAC have been on strike since September 1. The MUNACA/PSAC membership includes most of the paraprofessional staff who work in the ƽ岻 library system. ƽ岻Вs librarians, who are members of the academic staff, have been doing their best since September 1 to keep the libraries functioning. This has meant changed and/or increased workloads for them, altered schedules, and in some cases (such as my own) redeployment for the duration of the strike to libraries in which they do not normally work. Our previous report to CAUT on our situation, dated April 7, 2011, took some six weeks to compile. The MUNACA/PSAC strike has already lasted longer than this, and it is impossible to predict when it will end. Given that librarian staff members have been concentrating during this time on the maintenance of priority library services, the strike has made it impossible for us to prepare an assessment of where matters currently stand on the list of issues described in our April 2011 report. Additionally, the strike situation has led to a suspension of most library committee activities since early September, including those of the committee which had been struck in August to work on one of the major issues from our list: the revision of the Librarys internal reappointment guidelines. Given that CAUT Council should base its decision on a fair and comprehensive account of our situation, detailing both the progress made since the end of 2010 and the issues which remain outstanding, the Executive of the MAUT Librarians Section recommends that the Council initiate no action against ƽ岻 at its November 2011 meeting, since we are not in a position to compile such an account at this time for the reasons I have stated. We ask instead that CAUT Council defer until its April 2012 meeting the question of whether any action against ƽ岻 is warranted, so that the Council can consider the matter on the basis of the detailed report we will be able to prepare once the MUNACA/PSAC strike is over. It should be noted that the interval between the November 2011 and April 2012 meetings of Council will allow time for additional progress on our issues, and therefore will have the advantage of presenting Council with an update spanning an entire year since our April 2011 report instead of one covering only half that amount of time. Allow me to close by touching on one subject about which we are able to comment at this time, since it is an overarching topic rather than one of the twenty-eight specific issues listed in our previous report. The MAUT-LS Executive has had frequent discussions with Dean of Libraries Colleen Cook since she took office at the beginning of 2011, and these discussions have been very positive. While we are most disappointed that progress has been delayed by the strike, we consider that Dean Cook has been working with us in good faith to resolve the issues which remain outstanding from our original list, and it seems clear to us that she wishes as much as we do to find mutually satisfactory solutions to these issues. This is an extremely important consideration, since otherwise progress would not have been possible. We look forward to continuing to work with Dean Cook on the outstanding issues over the coming months. Since there is as yet no end in sight to the MUNACA/PSAC labour conflict, we must ensure that progress on the most important of our concerns resumes soon rather than remaining on hold for the duration of what may be a lengthy strike. In the context of the current MUNACA/PSAC dispute, one of the highest priorities will be to prevent the strike from compromising the careers of librarians who are currently building up their dossiers for reappointment and/or tenure. The impact of the strike on the second and third components of librarian academic duties at ƽ岻 (professional and scholarly activities, which may include research; and other contributions to the University and scholarly communities) was one of the major concerns expressed by librarians last week at a special forum organized by the MAUT-LS Professional Issues Committee. The subject was also raised in general terms at the special Library Council meeting called by Dean Cook on October 7. We will discuss the matter further with Dean Cook in the hope that a detailed plan can be developed soon to address this concern.
