Heterogeneous welcome: Exploring the settlement of displaced Ukrainians in Canada

Abstract: This presentation will discuss a work-in progress: a SSHRC-funded project co-led by Shauna Labman (U Winnipeg) on the settlement of displaced Ukrainians fleeing the Russian invasion of 2022 to Canada with a focus on two mid-sized cities: Quebec City and Winnipeg. Winnipeg is a very diverse city which has long welcomed a large Ukrainian population, whereas Quebec City is one of Canada’s least diverse cities, and its Ukrainian community is comparatively small. Drawing on policy analysis and more than 40 interviews with displaced Ukrainians and settlement stakeholders, the paper will provide preliminary insights into settlement experience in the two cities, the varying role of federal, provincial and municipal government and settlement organizations, and implications for Canada’s refugee governance.
