Summary: This implementation study, underway since Fall 2014, aims to document and evaluate the implementation of the ARC Model (Attachment, self-Regulation and Competency) in residential care settings. For this project, ARC has been adapted to facilitate implementation in units serving children and youth in placements under the Youth Protection Act (YPA) and/or the Youth Criminal Justice Act (YCJA). The research component of the project aims to (1) document the implementation process, (2) observe any changes in the workers鈥 beliefs, professional behaviour, interventions and self-efficacy over a six to 12 month period, (3) observe any changes in the workers capacity to foster affective security for children and youth in care, and (4) document any changes in the use of restraints in each unit over an 18 month period. To date, more than 30 units have received the training in 13 Child protection agencies across Quebec, and their staff has shared their expertise with the research team to ensure the project continues to stay closely aligned with practice settings.

Development: The initial phases of the project (2014-15) were primarily focused on the development and piloting of the ARC training program specifically designed for residential care, as well as on the development of partnerships with various Centres jeunesse. Over a two year period, the training program was deployed in five units (initial training and integration meetings) and continued to be adapted to better meet the needs of this clientele. In 2016, the research team developed partnerships for a wider implementation (ex. Boscoville for group homes serving school-aged children and PRISM 鈥 Programme regional d鈥檌nnovations en sant茅 mentale 鈥 for implementation with young offenders in custody). As of 2017-2018, the project shifted focus to a 鈥渢rain the trainer鈥 model in order to build internal expertise and ensure the sustainability of the model, and the development of a multi-tiered implementation model which includes training, clinical supervision, communities of practice, and an annual complex trauma symposium.

搁茅蝉耻尘茅: Cette 茅tude d鈥檌mplantation, en cours depuis l鈥檃utomne 2014, vise 脿 documenter et 茅valuer l鈥檌mplantation du mod猫le ARC (Attachement, R茅gulation et Comp茅tences) en centres de r茅adaptation au Qu茅bec. Pour le projet, le mod猫le ARC a 茅t茅 adapt茅 pour faciliter l鈥檌mplantation aupr猫s des enfants et adolescents en placement sous la Loi sur la protection de la jeunesse (LPJ) et/ou sous la Loi sur le syst猫me de justice p茅nale pour les adolescents (LSJPA). Les quatre grands objectifs du projet sont (1) de documenter le processus d鈥檌mplantation, (2) d鈥檕bserver tout changement dans les attitudes, le comportement, les interventions et le sentiment d鈥檈fficacit茅 des 茅ducateurs sur une p茅riode de six 脿 12 mois, (3) de documenter tout changement dans les capacit茅s des 茅ducateurs en milieu r茅sidentiel de favoriser la s茅curit茅 affective pour les jeunes h茅berg茅s, et (4) de documenter l鈥檜tilisation de mesures particuli猫res (ex. contraintes, isolement) dans les unit茅s sur une p茅riode de 18 mois. 脌 ce jour plus de 30 unit茅s dans 13 CISSS et CIUSSS 脿 travers le Qu茅bec ont pu profiter du programme et ont partag茅 leur expertise avec l鈥櫭﹒uipe de recherche pour garder le projet bien arrim茅 脿 la r茅alit茅 des milieux. D茅veloppement et suites du projet: Les phases initiales du projet (2014-15) ont 茅t茅s principalement d茅di茅es au d茅veloppement d鈥檜n programme de formation sur le mod猫le ARC sp茅cifiquement cibl茅 pour l鈥檌ntervention en CR et 脿 la formation de partenariats dans les diff茅rents Centres jeunesse. Sur une p茅riode de deux ans, le mod猫le a 茅t茅 d茅ploy茅 sur une base pilote dans 5 unit茅s (formation initiale et rencontres d鈥檃ccompagnement) et a continu茅 脿 锚tre adapt茅 pour mieux r茅pondre aux besoins de cette client猫le. En 2016, l鈥櫭﹒uipe de recherche a d茅velopp茅 des partenariats pour une implantation de plus grande envergure (ex. avec Boscoville pour d茅velopper un programme pour les foyers de groupes 6-12 ans et avec PRISM 鈥 Programme r茅gional d鈥檌nnovations en sant茅 mentale 鈥 pour l鈥檌mplantation aupr猫s de jeunes contrevenants en milieux de garde), ainsi qu鈥櫭 transformer le programme actuel en version 芦formation des formateurs禄. 脌 partir de 20172018, le projet s鈥檈st d茅velopp茅 en format 芦formation des formateurs禄 afin de d茅velopper un expertise internes et d鈥檃ssurer la p茅rennit茅 du mod猫le, et un mod猫le d鈥檌mplantation multi-niveau a 茅t茅 d茅velopp茅 qui inclus la formation, la supervision clinique, des communaut茅s de pratiques et un symposium annuel sur le trauma complexe.
