Water Security: Policy Challenges and Responses

There is growing interest and concern over water issues water worldwide. This lecture offers a broad view of changing water resources challenges and various responses to those challenges throughout the world. The lecture asks questions: Is water a source of conflict or cooperation? It reviews some of the gloomy arithmetic of water debates today and looks at the investment and financing needs for meeting those challenges and changing the gloomy arithmetic. The lecture concludes with an appeal to changing the rhetoric of water policy debates and discourse and for building a new working ideological consensus on how we approach water resource management issues.

Dr. Delli Priscoli is on the Board of Governors of the World Water Council and is senior advisor to the United States Army Corps of Engineers at the Institute for Water Resources. For 30 years he has designed and run social assessment, public participation, and conflict resolution research and training programs. Dr. Delli Priscoli is a skilled mediator and facilitator and works throughout the world. He has helped found and works with several world associations such as the International Association for Public Participation and the Global Water Partnership. Dr. Delli Priscoli has been water policy advisor to the World Bank and to all of the United Nations water related agencies, and works closely with many Water Ministers throughout the world. He was an original member of the United States delegation to the Middle East peace talks on water. He is author of many articles and books including Water and Civilization and Transforming Water Conflicts, and is Editor in Chief of the peer reviewed journal Water Policy. The American Water Resources Association awarded him the Icko Iben award for achievement in cross-disciplinary communications in water.
